Joseph Emery – The Man in the Striped Shirt

Joseph Emery, a retired Lieutenant Colonel in the Army, tells how he came up with a plan to get rid of Noriega. He describes how Panama uses U.S. dollars, not Panamanian money. His plan involves taking all of the American cash out of circulation in Panama so that Panamanians would themselves eventually overthrow Noriega. Known as the man in the striped shirt, Emery would collect the American dollars from Panamanian businesses. The plan was successful but called off after the Iran-Contra Affair so that the U.S. government would not appear to be interfering with foreign governments.
